QUARTERLY MEETING MINUTES - December 13, 2001
TOWAMENCIN TOWNSHIP BUILDING
President Bob Duncan called the meeting to order and proceeded to lead the Pledge of Allegiance. Towamencin Township was thanked for the use of their building.

SECRETARY’S REPORT
Jeff Gentile announced that the Minutes from the December 2001 PACO meeting are in the back of room for everyone to review. After providing members with an opportunity to review the minutes, a motion was made and seconded to approve the minutes, all voting aye.
PRESIDENTS REPORT
The president reported on the following topics:
Update on the UCC, inspector certification standards from an L&I representative. The final draft on certification regulations are expected to go to the General Counsel in the Governor’s Office hopefully by the end of this month. Final form should be out this spring. This draft recommends that the regulations will go into effect at the same time as the UCC standards, probably within next year. This would delay the start time of the 3 & 5 year grandfathering of existing inspectors anywhere from six (6) months to a year. This draft will permit commercial inspectors to perform residential inspections and the CBO certification will include covering a few different inspection categories.
Within the next year municipalities will all have to adopt an ordinance adopting the 2000 IBC & IRC? We will have to be prepared for these certifications and the adoption of this ordinance. We really need to plan from a budgeting standpoint for whatever training our inspectors will need, books, tests, and certification fee through L&I. State funding will not be available and we will have to budget over the next several years at a local level.
TREASURERS REPORT
The Treasurer, Bob Neely reported on the following:
· The total account balance is $20,529.40. The Treasurer’s Report is attached and is a part of these minutes. A motion was made & seconded to approve the minutes, all voting aye.

EDUCATION COMMITTEE
Lee Milligan reported as follows:
Today’s BOCA Light Seminar (CABO 98) put on by Roland Hall. Also a round table discussion facilitated by Roland and Bob Loeper to discuss inspector certification exams.
On January 8th BOCA will be conducting an accessibility seminar in Reading. PACO will be sponsoring a spring code forum in April. The tentative dates are April 29th & 30th. There will be a golf outing on April 28th. There will be two tracts of training for the Forum. More information will follow. Lee also reported on the training being sponsored by the PHRC. Their programs have been presented throughout Pennsylvania with a great deal of success.
Todd Meltsch, Chairman that PACO is accepting nominations for Board of Directors and Officers. All Officer and Board of Directors positions will be up for election this spring. Robert Neely is currently serving his final term as treasurer. In response to a question, Todd Meltsch described the amount of time that is required to serve as a Board of Director. Todd announced that we have received one nomination to date.
AWARDS PROGRAM
Todd Meltsch described the PACO annual awards program. The recipient receives an amount not to exceed the registration fee for attendance at the annual BOCA conference. This award can be used to attend a local seminar in place of the annual BOCA Conference. Officers and Board of Directors are not eligible for this award.
OLD BUSINESS
A copy of the proposed Bylaw Changes were distributed this meeting notice. Todd Meltsch described the proposed changes. BY-LAW 01-2001 adds Section 8-4.0 to allow the Board of Directors to schedule a special meeting for our quarterly meeting. We would like to be able to change the quarterly meeting date when it conflicts with the BOCA Conference, or other potential conflicts. A motion was made and seconded to amend the bylaws to add Section 8-4.0 as presented by Todd. All voting aye
BY-Law 02-2001-Section 9-1.0. Delete wording” This provision shall not take effect until the year 2000". This provision is no longer needed. A motion was made and seconded to approve this amendment. All voting aye.
BY-Law 03 – 2001 - Section 9-4.0–Regarding Duties of Secretary. The PACO President should act as the official agent for such duties since PACO does not employ a Chief Executive Officer. Section 9-4.1–Regarding duties of Treasurer. The PACO President should act as the official agent for such duties.
Bob Duncan thanked Upper Darby Township for approximately $600 in book orders.
Bob Duncan asked for more members to get involved with PACO. We now have past Board members involved which is making the job of the current Board of Directors easier.
NEW BUSINESS
There was a discussion on interpretations between the 1995 CABO and the International Code. A member asked whether the PACO Code review committee could make code interpretations where there is a discrepancy. Jeff Gentile suggested that BOCA’s code interpretation service continue to be used for this purpose. Any BOCA member an contact BOCA for code interpretations.
There was a discussion regarding the adoption of the UCC. If the 2000 Codes are adopted at the end of 2002, there was a concern about purchasing 2000 International Codes and shortly after having to purchase 2003 Codes due to the time frame set by the State. Roland Hall mentioned that the latest from L&I was that the State was going directly to 2003 International Code, skipping 2000 International Code. Bob Duncan encouraged members to respond to L&I during the comment period concerning this issue.
There was a question about the adoption of the Statewide Building Code. Could it be adopted by reference or should it be more specific. Bob Duncan recommended members contact their solicitors on this matter.
Bob Duncan brought up that responding to L&I during official review got a better response from comments made.
Roland Hall mentioned that code change hearings may be able to be accessed in the future from your own P.C. Roland also reported ICC has on their website jurisdictions that have adopted one or more of the International Codes. Asks that any jurisdictions that have adopted any International Codes contact the ICC to update the website.
A motion was made with a second to adjourn. Motion Approved
