SPRING CODE FORUM SCHEDULED FOR 2004
The Pennsylvania Association of Code Officials is pleased to announce
that the 2004 PACO Spring Code Forum is scheduled from April 25th to the
28th, 2004. The site of this year’s Forum will be at the Holiday Inn &
Conference Center in Fort Washington, PA. The Golf Tournament will kick off
the Forum starting on Sunday, April 25th at the Mainland Golf Course. On
Monday April 26th PACO will sponsor the Pennsylvania Building Code Official
Certification Course and then immediately following is the BCO examination.
This is an all day course along with the exam, so be prepared to endure a
long day. A one-day session on the ICC Existing Building Code will also run
that Monday, April 26th. On Tuesday April 27th there will be two one-day
seminars. The first session will be on the PA Accessibility Code (ANSI
Standards & ICC) and the second session will be the ICC Energy Conversation
Code – Commercial 2003 Edition. Now for the good news, on Wednesday April
28th, will be the Accessibility Inspector/Plan Examiner Certification
Testing and the ICC Commercial Energy Code Certification Testing. Both test
are paper and pencil tests. Registration and information packages will be

PRESIDENT’S REPORT
Well spring is upon us and we have many exciting things happening in
our code enforcement world. The spring forum is right around the corner and
this year we are offering a full program of training and certification
exams. The registration forms for this event are in the mail and can also be
obtained on-line at www.PACO-71.org.
The Building Code Official (BCO) training and
certification program has been introduced and is in full swing statewide.
This required certification is being offered in a unique one-day format of
training and testing to help you obtain the certification needed so that you
can qualify as the BCO for your municipality. This program is being
sponsored by the Pennsylvania Construction Code Academy and if you have any
questions on registration and location you should contact Megan Kraemer at

In addition the earliest effective date for
the adoption of Act 45 and the Uniform Construction Code is April 9, 2004.
This date opens the 90-day window for your municipality to declare their
intention to opt in or opt out as they may chose.
PACO’s roll in all this will continue to be
pro active in providing the best possible training to assist the membership,
to stay at the forefront of efforts to organize a statewide organization, to
participate in whatever ICC regional efforts evolve and to review and
respond to any political assaults on Act 45 that may develop.
