FALL MEETING

The Pennsylvania Association of Code Officials will hold its quarterly business meeting on September 7, 2000 at 9:00 A.M. at the ASTM Building 100 Bar Harbor Dr. in West Conshohocken, Pennsylvania. Please note that the meeting date was changed because the Officers need to discuss issues before BOCA’s annual conference. The main topic of discussion will be the possible merge of the three model code organizations into one under the ICC. The program to follow the meeting will be based on the on line permitting program.

UCC UPDATE

The Pennsylvania Department of Labor & Industry has released the draft of regulations for training and certification of code administrators; known as Sections 401.30 – 401.43. You may obtain these sections by logging onto L&I’s web site at www.dli.state.pa.us, or if you do not have Internet access contact your local representatives. The department of L&I will only take your comments in written form. If L&I feels that hearings are necessary after they receive comments, they may conduct special hearings around the Commonwealth. For those of you who currently have certifications or if you are in the process of obtaining certifications please review § 401.31 “Certification categories and testing”•

 

 

BY-LAW CHANGES PROPOSED

At the June 29, 2000 quarterly meeting it was announced that there would be a vote for changes to the PACO by-laws. A vote by the membership will be taken at the next quarterly meeting. The changes introduced are listed below:

BY-LAW 01-2000
Proponent: Robert Duncan, Lower Merion Township, 
Director of Building and Zoning

Revise as Follows:
4-6.0 The Board of Directors shall be elected for the term of one year and shall not exceed two three consecutive terms in office. The initial term shall be staggered terms of 1, 2, and 3 years.

Reason: This change is proposed for two reasons: 
1) This allows a Board of Director the ability to continue to serve in that position for an extra year, under the assumption, there is no vacancy at the next available Officer’s position (ex. Treasurer, Secretary, Vice- President and President). 
2) The initial term is no longer needed now that PACO has existed past the three years.

1-3.1 Web Address: The web site address of this Association shall be www.paco-71.org.

Reason: This proposed addition of the web site address was approved by a motion at the March meeting to contract with a web developer, thus allowing the organization to utilize this as PACO’s web address. Address shall be stated in by-laws

                                   

CONTINUING TO PROVIDE ACCREDITED SEMINARS
The PACO Board of Directors wishes to remind you that you can obtain continuing education credits at low membership prices. PACO is a local chapter of ICC and BOCA Int. and is able to award continuing education credits towards your certifications. So be on the look out for the upcoming training and seminar information. CO-SPONSORED SEMINARS REMAINING

This is PACO’s third year as a BOCA Certified Educational Provider and the PACO Board of Directors wish to remind you that there are two BOCA co-sponsored seminars remaining for 2000. Performing Residential Plan Review/1998 is a two-day seminar scheduled on September 26-27, 2000. Fire Protection Systems/1996 is a one-day seminar scheduled on October 18. Both of the seminar facilities will be located in Reading, Pennsylvania.

PACO SPONSORING THE “INTERNATIONAL RESIDENTIAL PLAN REVIEW 2000”

The IRC will be an option for residential construction under the Commonwealth of Pennsylvania’s new act 45, titled the Uniform Construction Code (UCC). With this in mind, the Education Committee reported that a two-day seminar is scheduled for October 23-24, 2000, at the Borough of West Chester, 401 E. Gay St., West Chester, PA. This seminar is based on the International Residential Code/2000. The goal of this seminar is to enable participants to perform a preliminary residential plan review consistent with minimum requirements in the 2000 IRC. A definite date and location has not been selected as of this publication•

RESIDENTIAL BUILDING CODE FOR BUILDERS

PACO is sponsoring an 8-week course, which is intended to provide builders, job superintendents, contractors, and building officials a comprehensive view of the International Residential Code/2000. The course is scheduled to start on Tuesday October 3, 2000 at a cost of $195. The course will run from 6:00 PM to 9:00 PM every Tuesday. The primary instructor is C. Lee Milligan C.B.O. Lee has 14 years of experience in code enforcement and is certified by both the ICC and BOCA. The location will be at the Upper Providence Township Building, 1286 Black Rock Rd., Oaks, PA.
