SPRING MEETING
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Thursday, March 13, 2003 at 9:00 A.M. at the ASTM Building 100 Bar Harbor Dr. in West Conshohocken, Pennsylvania. The business meeting will include an update of the recent events surrounding ACT-45 and the BOCA “Integration” with ICC and the annual election of PACO Officers. After the business meeting George Allen, Program Director for Promissor will be present to discuss BOCA/ICC Certification Computer Testing. George will explain the computer test registration procedures and walk us through an example of a computer certification test. If you are not familiar with the computer certification tests, here is your opportunity to develop a better understanding of how the computer testing works.

SPRING FORUM SCHEDULED FOR 2003
The Pennsylvania Association of Code Officials is pleased to announce that the 2003 PACO Spring Forum is scheduled from April 27th to the 30th, 2003. The site of this year’s Forum will be at the Concordville Inn on Route One in Delaware County. The Golf Tournament will kick off the Forum starting on Sunday, April 27th. A two-day educational program on the International Building Code Non-Structural Plan Review/2000 is scheduled for Monday and Tuesday, followed by the Building Plans Examiner Certification Testing on Wednesday. The one-day sessions scheduled are the Hilti/Simpson Program on Monday, which will cover fire stopping and metal connector systems, and the International Fire Code/2000 on Tuesday. The certification test will be a 3½-hour long paper and pencil exam with 70 multiple choice questions and will cover certifications for both 1C and 3C. That’s right, if you pass this exam you will receive certifications for 1C, Building Plan Review and 3C, Fire Protection Plan Review. Registration and information packages will be mailed out soon, or check out our web site for more info, so stay tuned. PRESIDENT’S REPORT
I will complete my term as President of PACO in March of this year. I want to take this opportunity to thank the Board of Directors and members of our Association for your participation at our quarterly meetings and at our educational seminars. Our membership has continued to grow during the last two years. We have grown from a group of less than ten in late 1996 to a total of 215 members in six years. The average attendance at our quarterly meetings is now approximately one quarter of our membership. Almost all of this growth occurred as a result of our members attending a meeting and informing other local inspectors about PACO. It is these referrals that have made us successful, and the PACO Board of Director’s thank you for this support.

I have had the opportunity to listen to the conversations that occur before our business meetings, at the break between the business meeting and the educational sessions, and at the end of the meetings. You can learn as much participating in these discussions as you do in the formal educational sessions. It is the sharing of our every day experiences that help others avoid mistakes when carrying out their daily responsibilities. It is critical that we continue to share our experiences, especially when the Pennsylvania Uniform Construction Code becomes effective.

I am confident that the new leadership of PACO will continue to improve the quality of educational training to our members.

MEMBERSHIP

The Pennsylvania Association of Code Officials membership renewals were mailed out. If you were a member in 2002 you should have received your 2003 application. If you did not receive your renewal application, please contact one of the PACO Officers so that we can get an application to you. The application is also available on the PACO web site at www.paco-71.org. Please return all applications so that we can update membership accordingly. PACO BY-LAW CHANGES APPROVED

The PACO membership voted in favor of the proposed amendments to the by-laws at the December 12, 2002 meeting. The membership voted to increase the number of Board of Directors from three to five members at large. Approving this amendment has created an opening for all five Board of Director positions for the election in March of 2003. Two Board of Directors shall be elected for one calendar year and shall serve until year 2004. In 2004 the one-year terms shall be converted to last two calendar years and shall be open for election every even year thereafter. Three Board of Directors shall be elected for two calendar years, and shall be open for election every odd year thereafter.

 

PENNSYLVANIA UNIFORM CONSTRUCTION CODE (UCC) UPDATE

PACO is on the Pennsylvania Department of Labor & Industry’s UCC update email distribution list. The latest update was distributed in mid December. It is anticipated that the final version of the regulatory language will be completed by March 2003. If these regulations are completed in March, the final form regulations will be published in the Pennsylvania Bulletin sometime around the end of the summer. The regulations are expected to take effect sometime around the end of this year. Municipalities will have to decide whether to opt in or out of UCC enforcement and inform L&I of their decision.

The final form regulations will adopt the 2003 International Codes and the ASHRAE 90.1-2001 standards.

PENNSYLVANIA INSPECTOR CETIFICATION UPDATE

The certification unit at the state continues to receive deficient applications for registration and certification. Please note that the registration and certification involve two different applications, and each application involves the payment of a separate $50 fee. When filling out the statement of duties for registration, you must list the specific duties you are currently performing as either a residential or commercial construction code official. If you perform both, be sure to include this information with your registration.
