Quarterly Meeting Minutes – January 4, 2004
Montgomery County Fire Academy
Vice President Jeff Gentile called
to order at 09:08 with Pledge of Allegiance.
Roll Call of Officers:
All officers present with the exception of Lee Milligan, Brian Gallagher and
Calvin Bonenberger Jr.
President’s Report: Jeff Gentile Vice President
Jeff opened the meeting with comments regarding the challenges to the UCC
proposed in both the House and the Senate. He urged all members to contact their
legislators and express their concerns over the proposed changes.
Contractor training is July 26 & 27, members are urged to contact any
contractors and let them know about the training.
Jeff stated that there have been more than a few complaints regarding the
training at the Spring Forum not preparing the participants for the
certification tests. Jeff stressed that the class is not designed to be a test
preparation course. If you rely on just a one day class and do not open the
books on your own you will not pass.
Bob Neely suggested that the ICC review the Energy Code class for content,
stating it was not representative of the information needed for the test. Bob
contacted Roland Hall regarding his feelings on the class. Bob urged other
members to contact Roland and let him know how they feel.
Secretary’s report:
Minutes for the March meeting were distributed. Correction to minutes noted by
Todd Meltsch change file to fill in the minutes of the President’s report.

Education:
PCCA training in Exton July 7-9 on the IBC
Old Business:
Bob Loeper reported that a meeting with the other code chapters in the state
will be held on July 1 in Carlisle. The purpose is to organize a state
organization to have a unified voice in our ICC region. Bob stated that it was
evident at the code hearings in Kansas that Pennsylvania is behind the other
states because we have no unified voice.
Bob Loeper suggested the members present give a round of applause to those that
passed the tests after the Spring Forum and stressed the need to continue with
certifications.
Jeff Gentile mentioned book orders saves the members money and helps brings
funds into PACO
New Business:
Bob Neely stated that PACO received a letter from John Terry from NJ requesting
we back him for ICC Board of Directors. Letter will be forwarded to Lee for
review.
Jeff Gentile asked the members how they would feel about pursuing a lobbyist if
a state organization can be formed. Purpose would be to stay on top of attacks
to UCC. Generally well received but questions of cost were voiced.
Manos suggested that PACO send a letter to the state legislators expressing our
concerns.
Mike Pendergast asked what would happen if state code was repealed
By-Law revision
Stan Altzman stated he was working on the proposal and needed a copy of the
revised by laws to verify section numbers
PACO website has been updated with a link to search PA house and senate bills.
Doug Meshaw reported on HB 2668 and senate bill 1139. Both bills address
residential renovations, alterations and repairs. Download and read both bills
and call your legislators and ask them to slow the bills down until they can be
reviewed.
PA Builders Association is asking for a meeting with legislators to explain the
actual code requirements to them. Information available on their website
