PRESIDENTS MESSAGE

The Department of Labor & industry (L&I) has issued the final rules for the training & certification requirements for Pa. Code Administrators as required by the Uniform Construction Code, Act 45. L&I incorporated many of the comments from PACO and other interested parties. The major changes are; a clarification that current code administrator applies to any person currently performing code administration; Certified Building Code Officials (CBO) will not have to take the examinations for building inspector, residential building inspector and building plans examiner; the number of certifications required has been reduced. Building inspectors will be able to perform the duties of the residential building inspector. This also applies to the electrical, plumbing, mechanical and energy inspector certifications; current registered code administrators will be able to change employers without losing their status as a current code administrator; the three different terms used for inspectors have been clarified so they are consistent and clear; the registration fee shall be a single fee per application. Multiple certifications can be included in a single application; the 3 to 5 year grace period for current code administrators to obtain the required certifications begins at the effective date of the administrative and enforcement provisions rather then the effective date of the certification provisions. This could provide approximately six additional months to obtain the required certifications.

In addition to the final draft of the certification standards, there is a narrative that provides a description of the individuals and groups that responded to the first draft and L&I’s response to each of the changes recommended by these individuals. The Independent Regulatory Review Committee (IRRC) has scheduled a meeting on March 7th at 10:30 am at 333 Market Street, 14th floor, Harrisburg to review the final rules.

CHECK OUT THE NEC 1999 EDITION
If your municipality adopted and enforces the National Electric Code/1999 you need to know about Section 210-12, Arc-Fault Circuit-Interrupter Protection. Effective January 1, 2002, the NEC 1999 requires that all branch circuits 15- and 20- ampere receptacles installed in dwelling unit bedrooms be protected with AFCI’s. An AFCI is not the same as a Ground Fault Circuit Interrupter (GFCI) in that an AFCI provides protection from any arcing by de-energizing the circuit when arcing is detected.

A Board of Director serves a one-year term, and no more than three consecutive one-year terms.

MEETING NOTICE
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Tuesday March 26, 2002. This will be the Annual Meeting for PACO. Election of Officers and Board of Directors will take place, starting at 9:00 A.M. at the ASTM Building, 100 Bar Harbor Drive in West Conshohocken, PA. The educational program will be on the updates to the National Electrical Code/1999 edition, which will immediately follow after the meeting. The instructor will be Mr. Stan Altzman from Code Inspections. The presentation will include an explanation of the function and requirements for Arc-Fault Circuit Interrupters. The fee for non-members to attend any quarterly meeting is $35.00, which includes the annual PACO membership.
 

PACO SPRING FORUM IS COMING
Be on the lookout for the PACO Spring Forum and mark your calendars for April 28th thru the 30th. There will be stimulating seminars at the Spring Forum on Monday and Tuesday, with a golf outing on Sunday. Registration and hotel information is available on the PACO website. CERTIFICATION NEWS FROM BOCA
Joint Model Code Examinations
BOCA, working with ICBO and SBCCI, is continuing to merge all of the examinations into one program. They have completed the Residential Series. Beginning February 1, 2002 candidates will have an option to take either the National Certification Program for Construction Code Inspectors (NCPCCI) examinations offered through Experior or the Joint Model Code examinations offered through Assessment Systems, Inc. (ASI). BOCA will recognize either examination for certification. They are completing the Commercial Inspector examinations and expect these to be available about May 1, 2002. Again, BOCA will accept either the NCPCCI exams or the new Joint Model Code Exams for certifications. The Joint Model Code Plans Examiner examinations will be available by the end of 2002.

National Certification Program for Construction Code Inspectors (NCPCCI)
This has been the program that BOCA has recognized since the beginning of the certification program. With the merger of the three model code organizations into the ICC, it is possible that

the NCPCCI examinations will not be recognized by the ICC. It is critical to those who have started taking multiple NCPCCI examinations, as part of a certification series, to complete the series of examinations before the merger. For example, someone working towards BOCA Building Inspector and has completed examinations 1 & 2 Family Building Inspector (1A), and Building General (1B), needs to complete the Fire Protection General (3B) before the end of 2002. Many individuals have taken examinations but have never submitted the information to BOCA for certification. This may be because they needed the examinations for state certification and did not need the BOCA certification. Individuals who want a BOCA certification prior to the merge, need to submit the required information to BOCA prior to the end of 2002.

Conversion of Existing BOCA Certifications
Prior to the merger, BOCA will transfer all “current” BOCA certifications to the ICC. BOCA is defining “current” as those certifications issued or renewed in the last three years prior to the conversion. BOCA has recently mailed thousands of renewal forms to those whose certifications have expired or will expire by

December 31, 2001. They are encouraging everyone to renew all of their certifications at this time. All renewed certifications will be current and all current certifications will be converted to ICC. In early 2002, they will begin mailing all renewals with expiration on or before December 2002.
How to Renew your Certifications
The individuals who have received a renewal letter must complete and submit the renewal form found in the Certification Maintenance Program and include the continuing education and the appropriate fee. If they have not received a mailing from BOCA, but know that their certification(s) have expired, please call the BOCA Certification Secretary at 800 214 4321 ext 334 to verify your address and certification status. You can download the renewal form and requirements from the BOCA website (www.bocai.org) and click on certification. Go to Certification Maintenance (Renewal) to download the information.
The most important information for our members to know now is to complete all NCPCCI examinations, submit all BOCA certification requests, and to renew all expired certifications prior to December 31, 2002.
