QUARTERLY MEETING MINUTES - JUNE 28TH 2001

President Bob Duncan called the meeting to order at 9:10.

PRESIDENTS REPORT
The president reported on the following topics:
The creation of a committee to create a scholarship program.
BOCA’s plan to prepare their own certification tests as a result of problems with the testing agencies. By end of 2001 BOCA expects to have the one & two family dwelling exam in place and the other commercial certification tests in place by the end of 2002. Experior is expected to begin testing again on July 2, 2001. Additional information can be obtained by visiting the BOCA or Experior website. These sites can also be reached by a link on the PACO website.
Additional certifications are available for permit technician and zoning inspector.
PACO received a letter from BOCA regarding the opportunity for a satellite link to the code development hearings from a remote location, similar to last year’s conference. None of the members in attendance showed an interest in participating.
Annual service award nominations will be accepted through rest of year. The award will be announced in March of 2002. Applications are on the PACO website.
TREASURERS REPORT
A Quarterly balance of $22,749.05 was reported, as of June 28,
2001. A motion was made and seconded to accept the treasurer’s report.

EDUCATION COMMITTEE
Lee Milligan reported as follows:
PACO is co-sponsoring three remaining seminars this year. On
September 25, 2001, an overview of the 2000 International Fire Code in
Reading. On October 3, 2001, Accessibility in 2000 in Reading. On December 12,
2001, Day Care and Assisted Living Center Use in Philadelphia.
A brochure is available for a course by the PA Housing
Research Center in State College on August 14 & 15, 2001 on wood framing
design.
The Property Maintenance Code training course is available on
line with BOCA.
PACO expects to sponsor a non-structural plan review course in
January or February of 2002.
PACO will sponsor a Full day seminar on November 8, 2001 for
the Energy Code.
An Accessibility Seminar is scheduled for this area in late
September or early October. It is also available in Reading this fall. Pennboc
will offer accessibility training and certification testing at the Pennboc
Conference from October 17 thru October 19 in the Pocono area.
The training session for PACO’s next quarterly meeting is
light weight steel framing, sponsored by the American Steel Frame Alliance.
The BOCA annual Conference is scheduled for September 16th
through September 20th in Cincinnati, Ohio with training and code hearings
planned.
BOCA always publishes an annual listing of seminars. The BOCA
Bulletin is also handy to obtain upcoming training seminars.
Check PA Code Training Consortium website for training
statewide. That website is a link on PACO’s website.
(This was added later in the meeting by Lee.) Need facilitators for October 3rd Accessibility 2000 and one for the September 25th International Fire Code. Facilitator gets free admission.

OLD BUSINESS
Bob Duncan reported that $2000 in BOCA book orders were submitted from Lower Frederick, Upper Euchland, Yeadon & Lower Merion. Thank you. PACO can order anything from the BOCA booklet for a 20% discount off BOCA member prices. A 10% discount is provided to PACO members and 10% goes to the PACO general fund.
NEW BUSINESS
Bob Duncan reported that PACO received a request from PENNBOC
informing us that Region 1 would be seeking approval to create their own local
BOCA chapter. They requested a letter of support in less than two weeks. PACO
decided to remain neutral.
House bill 1235 has been presented which is an amendment to the Uniform Construction Code to provide a religious exemption to the electrical code. This originated in Lancaster for those religions that don’t use electricity, such as the Amish. PACO was concerned that it was too open ended and could apply to anyone that had this religious affiliation. Some amendments were made on the floor to the bill which tightened it up a little, but PACO still had some concerns. Our other concern was the precedent that it sets. Buildings that obtain these exemptions must be brought up to code upon the sale of the property.
