Quarterly Meeting Minutes – March 18, 2004
Montgomery County Fire Academy
President Lee Milligan called the
meeting to order at 9:00 A.M. with the Pledge of Allegiance.
Roll Call of Officers:

President’s Report:
With understanding and hesitation, the Board has accepted the resignation of Dan
Kerr as a Director. Dan has started a new position at Township Manager in West
Rockhill Township, Bucks County and no longer has the time needed to dedicate to
the position. A heartfelt thanks and round of applause was given Dan for his
time and dedication to PACO.
Mark Zadroga of Upper Merion Township was appointed to file the vacancy left by Dan Kerr. His term will run through 2005.
The time line associated with Act 45 is in place and has to be adhered to. For those working of adopting ordinances, they can go into affect as soon at April 9, 2004, but no later than July 9, 2004, with the latest possible date for a municipality to opt in being August 7, 2004.
All inspectors must be registered with Pa. Dept. of L&I by April 9th. After 4/9/04 they have to be certified.
If you are going to enforce the UCC you must be Accessibility certified by Pennsylvania.
PHRC Board meets at Penn State on 4/14/04. Either Brian or Lee are hoping to attend the meeting.
The PCCA – BCO class has been well attended when sponsored throughout the region. If you have not taken the BCO Class and test, it is well worth it.
Secretary’s report:
The minutes from the December 11, 2003 meeting were available and distributed to
those in attendance.
Motion made by Ernest Schmidt and
second by Bob Ellis to approve the minutes with one noted correction by Dan
Kerr. Page 3 referenced §501.c.3 as the quote on the Tax Exempt status and it
should read §501.c.6. Motion passed.
Treasurer’s report:
See attached document.
Motion by: Robert Loeper and second by Glenn Holt to approve the Treasurers
Report. Motion passed.
Education:
Jeff Gentile provided a detailed report on the activities of the organization,
highlighted as follows:
Please try and get the registration forms for courses and meetings in by the due dates. There is a significant amount of ‘detail’ work that must be done before the meetings and late registration complicates the process.
Spring Forum registrations are coming in at a steady pace.
The June training session will be put on by the Hearth Education Systems and be designed around gas fired fireplaces and venting. It will be a 4 hour program and lunch will be part of the program.
Training from Dow Chemical and ICC Energy & Mechanical Code courses are being looked into.
There will be a 2 day Fall Training Session. The topics and dates are still being determined.
CODE REVIEW:
H.B. 1654 passed and was signed into law. The $2.00 surcharge on permits applies to any type of building related permit issued by your office. It does not apply to Zoning, Housing and other such permits.
Everyday activity at the legislative level can be accessed through the State Website or through PSATS.org.
The ICC Energy Code will replace Pa. Act 222 as of April 9, 2004.
Old Business:
Dan Kerr provided the group with an overview of the project he has been working
on with respect to Incorporation & Tax Exempt status.
The non-profit paperwork has been completed and sent on for approval.
The accounting system recommended by the Law Firm has been purchased and placed into service.
Tax Exempt status was filed for with the Fed’s …it will take awhile for the review and decision.
Todd Meltsch & Bob Loeper provided an update on the unification with the other Code Agencies in the Commonwealth. PennBOC silence is deafening. It has become apparent that PACO will have to take the lead in this crusade.
Bob Duncan advised the group that the Book Orders for the past few weeks has been extraordinary, an excess of $55,000 in books have been ordered by the membership.
New Business:
Brian Gallagher brought up the need to provide a Thank You token to Maureen
Kelley of Lower Merion, who is the backbone of PACO and handles all the initial
paperwork on each and every project from course registration to book orders.
Motion by Glenn Holt and second by Art Noel to get Maureen a $250 gift certificate from King of Prussia Mall, flowers and a thank you card for all the time and extra work she does for PACO. Motion passed.
Stan Altzman asked the Board about the re-classification of 3rd Party Inspecting Agencies and a position on the Board of PACO. Mr. Altzman was instructed to author the change to the By-Laws and the Board would most certainly entertain the change.
Election of Officers:

President: Lee Milligan was the only candidate. Motion by Bob Neely and second by Ernest Schmidt to close nominations.
Vice-President: Jeffrey Gentile was the only candidate. Motion by Ernest Schmidt and second by Calvin Bonenberger, Sr. to close nominations.
Secretary: Brian Gallagher was the only candidate. Motion by Kevin Pezzano and second by Fran McKernan to close nominations.
Treasurer: Calvin Bonenberger, Jr was the only candidate. Motion by Art Noel and second by Calvin Bonenberger, Sr. to close nominations.
Board of Directors: Kevin Pezzano and Glenn Holt were the only candidates. Motion by Calvin Bonenberger, Sr and second by Bob Neely to close the nominations.
Motion by Bob Neely and second by Sal Capazzi to have the secretary cast a single ballot for the candidates. Motion passed.
Interim Board of Directors position.
Motion by Bob Neely and second by Art Noel to accept the resignation of Dan Kerr from the Board and to appoint Mark Zadroga of Upper Merion Township to fill his un-expired term. Motion passed.
Brian Gallagher, together with Bob Loeper, Dan Kerr, Steve Bonifacino and Matt Light provided the group with an overview of the upcoming Spring Forum’ 04. The event will be at the Fort Washington Holiday Inn and start on Sunday – April 24th with a fund raiser followed by two days of classes and the third day of ICC certified testing. To-date, over 180 people were pre-registered for the event.
ADJOURNMENT:
There being no further business before the organization, President Milligan called for a motion to adjourn the general meeting and go into the presentation on Experior Testing by Bill Hartz.
Motion by Bob Loeper and second by Steve Bonifacino to adjourn the meeting at 10:55 AM. Motion passed
PROGRAM:
Bill Hartz of Experior Testing provided an overview of the company and reviewed the testing available to the members of PACO. The program was interesting and generated and number of interesting discussions.
