SUMMER MEETING 
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Thursday June 28, 2001 at 9:00 A.M. at a location to be determined. The educational program will be on the UCC ACT-45 proposed administrative regulations, which will immediately follow after the meeting. The instructor will be a representative from BOCA Int. For more information or to obtain a registration form, please contact Jeff Gentile at 610-734-7613. There is no fee to attend this meeting. We have also decided to open this meeting to non-members since this topic is so critical for the code enforcement profession.

BONIFACINO RECEIVES PACO SERVICE AWARD
The first PACO service award was presented at the annual meeting on March 28, 2001. Steve Bonifacino from Upper Providence Township was selected from a number of candidates to receive the first award given by the PACO membership. The award is presented to a qualified active member of PACO for their outstanding service to the Association or their community. Along with the award, Mr

Bonifacino will receive a complimentary registration fee for attendance at the annual BOCA conference or a complimentary registration fee to a BOCA or local BOCA Chapter seminar. Congratulations Steve!

OFFICERS ELECTED FOR THE 2001-2002 TERM
Paco members have a new President. Robert Duncan, who is the Director of Building and Zoning for Lower Merion Township was elected into office at the March 29th, 2001 annual meeting, held in West Conshohocken, Pennsylvania. Bob served as the Secretary and Vice President of PACO and he is looking forward to serving the membership as the next president. C. Lee Milligan, C.B.O. who is from Upper Providence Township will move into the position as the Vice-President, and Jeff Gentile, P.E. who is the Director of License and Inspections at Upper Darby Township will handle the Secretary position. Robert Neely from Lower Merion Township will serve his second term as the Treasurer. The Immediate Past President is Todd Meltsch, from Kutztown Borough. A new Board of Director was elected for the 2001-2002 term, he is Calvin Bonenberger, Jr. who is the 

Code Enforcement Officer for Worcester Township. The two remaining Board of Directors serving their second consecutive terms are Brian Gallagher, from East Caln Township and Mark Bostwick, from Upper Chichester Township. Congratulations to all officers and best of luck in the upcoming years.

SEMINAR DATES TO REMEMBER!

ENERGY SEMINAR
The Paco education committee announced that an Energy Code Seminar on the International Energy Code would be scheduled before this winter. Stay tuned for details!

L&I RELEASES THE UCC ADMINISTRATION DRAFT 
The Pennsylvania Department o
f Labor and Industry has the draft of the UCC – ACT 45 administration that is chapter 403, available on their web site. Visit the PACO web site at www.paco-71.org and click onto the links page. Select the Dept. of L&I and you can obtain a copy of the draft. Please respond to the PACO officers and to the Department of L&I with your comments and concerns in reference to the Administration Draft. The PACO officers will be responding to L&I in writing with important points that must be addressed in reference to Chapter 403. 

TIME TO INCREASE THAT TRAINING BUDGET
With the implementation of the Uniform Construction Code (UCC) Act 45, code officers and inspectors will have to be certified by the state. There are 18 different certifications that must be obtained. Inspectors will have 3 years to become certified in residential and 5 to become certified in commercial inspections. The most important certification that inspectors will need is the Accessibility certification. There is no time limit to receive this certification. Plan review staff and inspectors will have to be certified to perform these tasks, no ifs, ands or buts! A small community that has only one inspector will be required to pass up to 18 certification tests to continue performing inspections in their current position. If he/she is able to accomplish these certifications it will cost the Municipality over $2000 without considering the cost of training to obtain the knowledge necessary to pass these tests. PACO has sent letters to congressmen and the department of Labor and Industry to find out if any funding is being provided by the Commonwealth to cover some of the costs of testing, training or certification fees? We have also asked whether

training will be provided under the proposed program? PACO has also made a recommendation to reduce the number of required certifications to permit individuals that obtain the building, plumbing, electrical, mechanical and energy inspector certifications to also perform 1&2 family residential inspections without being tested in the “residential” areas.

VOTE LOEPER, JR. FOR BOCA BOARD OF DIRECTOR
PACO Past President Robert Loeper, Jr., M.C.O. has announced his intent to run for a seat on the BOCA Board of Directors at the Annual Conference in Cincinnati, Ohio. Robert is a Master Code Official and he is the Code Administrator for Radnor Township, which has a population of 30,000. Robert has served on the ICC Certification Committee, Training and Certification Committee, Fire Prevention Code Change Committee and he has served as a mentor for BOCA C.B.O candidates. Vote for Robert Loeper, Jr. at the BOCA Annual Conference!
