SUMMER MEETING DATE CHANGED TO JUNE 25
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Tuesday June 25, 2002 at 9:00 A.M. at the ASTM Building 100 Bar Harbor Dr. in West Conshohocken, Pennsylvania. Please take note that the date was changed from the original meeting date of June 20, 2002 due to scheduling conflicts. The educational program to be presented after the business meeting will be a comparison of corrugated stainless steel tubing products, which will demonstrate the correct installation procedures and provide inspection tips for inspectors who encounter this installation. For more information please contact
Jeff Gentile at 610-734-7613. There is no fee for current PACO members to attend this meeting.

PRESIDENT’S MESSAGE
The final stages of the training & certification regulations are here. The Department of Labor & Industry's final-form training and certification regulation was published in the Pennsylvania Bulletin on April 13, 2002. This regulation takes effect on July 12, 2002. Anytime after this date L&I will begin accepting registration applications from existing inspectors. The registration is permitted in July but is not required until the UCC takes effect (The UCC regulations are expected to be completed in early 2003).

You may have seen the first version of L&I’s booklet that details the registration and certification procedures. Because of some recent changes in tests and testing agencies, L&I is revising this information and is no longer distributing the first version. On or before June 15, 2002, a revised booklet will be available for downloading off the L&I website or by contacting the Department at: UCC Certification Administrator - Bureau of Occupational and Industrial Safety - PA Department of Labor & Industry, 1613 L&I Building

In April, L&I submitted its proposed administration and enforcement regulations to the required state offices for approval. They hope to have the proposed regulations published in the Pennsylvania Bulletin to start the 30-day public comment period by this fall. (Note: Because of the significant changes they have removed the draft document from the website. They hope to post the proposed regulation on the website before it is published in the Bulletin.)

L&I will hold three public meetings to take comments on the regulation. The tentatively locations are Monroeville, Grantville and Plymouth Township. We will provide PACO members with these dates when they become available.

The tentative plan is to publish the administration and enforcement regulations in final form by the end of this calendar year. If this occurs, the UCC program will be operational in the summer of 2003.

TELEPHONE TRAINING ANYONE?
That’s right, telephone training is here and has sparked some interest. BOCA in accordance with ICC has developed training over telephone, here is how it works. The training provider or sponsor has to set up a speakerphone system in a conference room (or a place where you will not be interrupted) where you will interact with an instructor as you review the study workbook for the program. The sessions are only one and half-hours long, usually from 12:00 PM to 1:30 PM. PACO has started to research what the cost is to sponsor and may make this available to the members. PACO may be able to provide this at a reduced rate. If this sounds like something you are interested in, please contact any officer of PACO and let us know. Stay tuned for more updates, as we get closer to getting the answers needed to implement this “new” training.

 

CASEY III RECEIVES PACO SERVICE AWARD
The PACO Service Award is presented to a qualified active member of PACO for their outstanding service to the Association or their community. John P. Casey III was presented the award in front of the membership in attendance at the PACO Spring Forum in Lionville, PA on April 30, 2002. The Nomination Committee selected John from a number of candidates for this award, because of his untiring dedication to his profession and his community. John is a property maintenance inspector for Upper Darby Township, Delaware County. He has held that position for the last five years. He also volunteers for youth fishing tournaments with the Fish and Game Commission. Along with the award, Mr. Casey III will receive a complimentary registration fee for attendance at the annual ICC conference or a complimentary registration fee to an ICC or BOCA seminar. Way to go John!

PACO OFFICERS SWORN IN
BOCA President James T. Ryan was in attendance at the PACO Spring Forum to induct the Offices into office. Robert Duncan, who is the Director of Building and Zoning for Lower Merion Township is serving his second term as the PACO President. C. Lee Milligan, C.B.O. who is from Upper Providence Township will serve his second term as the Vice-President, and Jeff Gentile, P.E. who is the Director of License and Inspections at Upper Darby Township will handle his second term in the Secretary position. Brian Gallagher, from East Caln Township will serve his first term as the Treasurer. The Immediate Past President is Todd Meltsch, from Kutztown Borough. There are two new Board

of Directors for the 2002-2003 term, they are Robert Loeper, Jr, M.C.O. from Radnor Township, who was PACO president from 1997-1999, and Daniel Kerr, C.B.O who is the Director of Code Enforcement for Towamencin Township. Calvin Bonenberger, Jr. is serving his second term and he is the Director of Code Enforcement for Yeadon Borough. Congratulations to all officers and best of luck in the upcoming years.

SPRING FORUM RECAP
The 1st Annual PACO Spring Forum was held in Lionville PA from April 28- 30, 2002. Over 135 people were in attendance for the 2 days of accredited training, which offered three different courses to choose form. “This was a successful Spring Forum and I thank everyone who participated in this program,” stated Lee Milligan, Forum Committee Chairman. Lee looks forward to this Forum to continue as the membership continues to grow and show interest in attending quality-training programs.

CODE REVIEW COMMITTEE LOOKING FOR VOLUNTEERS
The PACO Code Review Committee is looking for a few good men and women to serve as committee members. At a recent PACO Board of Directors meeting, goals were to map out “new” functions of this committee by the Chairman Brian Gallageher and the Executive Committee. The Board of Directors determined that the PACO Code Review Committee has to become more active in the code review process at the national level. The main goal is to become more involved at the International Code Change Hearings as well as to encourage PACO members to apply for positions on the ICC and BOCA Code Review Committees. After some discussion, the PACO Board of Directors foresees in the near future to send a member of the PACO Code Review Committee to the ICC Code Change hearings with PACO financing the travel and hotel expenses. Any one who is interested in becoming a member of the Code Review Committee should contact Brian Gallagher at 610-269-1989.
