SUMMER MEETING
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Thursday June 19, 2003 at 9:00 A.M. at the Montgomery Fire Academy at 1175 Conshohocken Road, in Conchohocken, Pennsylvania. Immediately following the meeting there will be a presentation on Segmental Retaining Wall (SRW) Applications. Basic design concepts, engineering, and installation concepts such as internal drainage, soil conditions, fence and piping intersections and specifications will be presented. For those who inspect retaining walls this is great opportunity to learn the proper installation of SRW. For more information please contact Brian Gallagher at 610-334-5017. There is no fee for current PACO members to attend this meeting.

PRESIDENT’S MESSAGE
I would like to take this opportunity to thank the membership for their support in our recent elections. You have elected a great group of officers and board members. We look forward to continuing and improving the member services you have become accustomed to.

Last contact with Labor and Industry has us on track for Act 45. The regulations are in the Governor’s office for review and assuming approval the local municipalities will have the option of opting in or opting out of the program from October of ‘03 until January of ‘04. Failure of the local municipality to take action during this period will result in an opt out assumption by L & I. You should prepare your local officials to make this critical decision.

Chapter support from ICC has gone smoothly. Recent correspondence indicates their commitment to all the chapters, including to provide the annual free seminar. They will be providing us with a new banner where we can add the PACO logo to the new banner. ICC also has the 2003 International Codes available, so check out the ICC web site to see which options best fit your needs. ICC offers a bundle package, where you can save money buying all the International Codes, and this is the best deal available. Current PACO members who order thru PACO receive an additional 10% discount. The PA Uniform Construction Code adopts 11 different International Codes, including Building, Residential, Electric, Existing Building, Energy Conservation, Fire, Fuel Gas, Mechanical, Performance Code for Building and Facilities, Plumbing and Urban-Wildland Interface Codes.

MEET YOUR NEW PACO
OFFICERS FOR 2003-2004

ICC President Paul Meyers was in attendance at the PACO Spring Forum to induct the Officers into office. C. Lee Milligan, C.B.O. who is from Upper Providence Township will serve his first term as PACO President. Jeff Gentile, P.E. who is the Director of License and Inspections at Upper Darby Township, will serve as the Vice-President, and Brian Gallagher, from East Caln Township, will handle his first term in the Secretary position. Calvin Bonenberger, Jr., from Yeadon Borough, is a past Board of Director and will take the helm as the Treasurer. The Immediate Past President is Robert Duncan, Director of Building and Zoning for Lower Merion Township. The Board of Directors for the 2003-2004 term, are Robert Loeper Jr., M.C.O. from Radnor Township, who was PACO president from 1997-1999, Daniel Kerr, C.B.I. who is the Director of Code Enforcement for Towamencin Township, Robert Neely from Lower Merion Township, who served as the Treasurer from 2001-2002, Kevin Pezzano C.B.I/C.F.I. from Plymouth Township, and Glen Holt from West Chester Borough. Congratulations to all officers and best of luck in the upcoming years.

2003 PACO SERVICE AWARD
The 2003 PACO Service Award was presented to Calvin Bonenberger Sr., C.F.I at the PACO annual Spring Forum in Concordville, Pennsylvania on April 29, 2003. This is the first time the award was presented to a fire inspector. The Service Award is given to a qualified active member of PACO for their outstanding service to the Association or their community. Calvin was selected for this award by the Nomination Committee for a number of reasons including his untiring dedication to his profession and his community. Calvin is a Certified Fire Inspector for Whitemarsh Township, Montgomery County. He has worked in fire service for 40 years. He has consulted with several surrounding

municipalities on department operations, training and establishing department policies. Calvin played an instrumental role in the 911 committee responsible with bringing 911 service to Montgomery County. He also served as the original chairperson of the Montgomery County Radio Committee which was at the forefront of bringing quality police and fire communications to Montgomery County. He also serves on the Limerick Power Plant Emergency Response Team. Calvin also gets involved at the local schools by providing career counseling for high school seniors who are interested in Code Enforcement and Fire investigation. Congratulations Calvin, and keep up the good work!

SPRING FORUM 2003
The 2nd annual PACO Spring Forum was recently held in Concordville, PA from April 27 to April 30th. The forum opened with a golf tournament, which was held on a warm and sunny Sunday afternoon at Pickering Valley Golf Course. After the golf tournament it was a time to meet old friends and make new friends at the dinner event. The training sessions started on Monday morning and continued into Tuesday. Those in attendance had the opportunity to attend quality-training courses, such as the IBC Non Structural Plan Review, International Fire Code and the Hilti – Simpson Seminar. On Wednesday April 30th, there were 60 people in attendance for the Plan Review Examination for 1C and 3C Certification. The paper and pencil exam was a 3½ hours long. To those who participated and passed, congratulations. To those of you who did not, better luck next time.

The PACO Forum Committee wishes to thank everyone who made this years forum possible. Thank you to all those who sponsored the golf fund raiser by selling or purchasing signs. The proceeds will be used towards quality education programs that PACO sponsors.
