PRESIDENTS MESSAGE
Are you ready for the Pennsylvania Uniform Construction Code (UCC)? Have you begun to prepare for the UCC by informing your manager and elected officials how the adoption of the UCC will affect you’re office and your community? Are you prepared to adopt an ordinance establishing the UCC / 2000 International Building Code as the building code for your community? Have you budgeted the funds necessary to register existing inspectors with the Department of Labor & Industry in 2002? Have you budgeted sufficient funds for training and certification testing for 2002? Have you begun to prepare for the accessibility certification test? Are you currently using an appeals

board with the membership outlined in the UCC – Act 45?
These are just a few of the questions that every Building & Fire Official should be prepared to answer at this time.
If you haven’t started to think about the answers to these questions, now is the time to start. It is important to be prepared when the publication of the final regulations and the inspector certification standards for the UCC are issued in 2002. Once this occurs, municipalities must adopt an ordinance within 90 days of the effective date of the regulations.
You should also be preparing to take the accessibility exam. If you do not have an individual certified as an accessibility inspector, property owners in your

jurisdiction will then be required to obtain accessibility approval from the Department of Labor & Industry.
If we do not plan ahead and establish our goals right now, our managers and elected officials will be asking why we were not prepared to comply with a state law that has been in place for over two years.
If you are looking for guidance in preparing for your next certification exam, attend our December PACO meeting and participate in an open panel discussion with individuals that have taken and passed all the exams necessary to become a Master Code Official.

MEETING NOTICE
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Thursday December 13, 2001 at 9:00 A.M. at the Towamencin Township Building, 1090 Troxel Road in Kulpsville PA. The educational program will be on the changes from the 1998 CABO to the International Residential Code (IRC) 2000 edition, which will immediately follow after the meeting. The instructor will be a representative from BOCA Int. There will also be a panel discussion with some helpful test taking tips and how to prepare for certification examinations. For more information or to obtain a registration form, please contact Jeff Gentile at 610-734-7613. There is no fee for current PACO members to attend this meeting. The fee for non-members to attend this meeting is $35.00, which includes PACO membership.

CERTIFICATION UPDATE FROM THE
DEPARTMENT OF LABOR & INDUSTRY

PACO representatives whom attended the PA Code Training Consortium (PACTC) meeting on October 26, 2001 in Mechanicsburg PA were pleased to here what L&I Executive Policy Specialist Mr. Jon C. Balson had to say. The department of L&I will allow inspectors who obtain “commercial” certifications to perform “residential” inspection without having the “residential” certifications. Also, for those inspectors who have the C.B.O certification, L&I will grant certifications for 1 & 2 family building inspector, building inspector general, and building plans examiner. In reference to the question of current inspectors who change employment with another municipality, they will be allowed to perform their duties as long as they continue to obtain the required certifications within the time stated in the UCC.
The PACTC conducted a presentation on the role that third party inspection agencies will have in the implementation and the enforcement under the Uniform Construction Code (ACT-45). All third party inspection agencies must obtain certifications within the time frame as stated in the UCC.



PACO DONATES TO RELIEF FUND
There was an attendance of approximately 45 to 55 members at the last PACO quarterly meeting, held on Friday September 28, 2001. Many members discussed the tragic terrorist attacks that the nation witnessed on September 11, 2001. On behalf of the PACO Officers and its membership, PACO extends sincere condolences to those families who lost loved ones in the World Trade Center and Pentagon attacks. The membership wanted to do its part in the support of those who face these difficult times, by making a motion and voting to donate a $500.00 check to the relief fund. The motion was approved that the money will go directly a fund for the surviving families of the New York Fire Fighters and Police Officers, who perished in the attacks.

IRRC COMMENTS ISSUED
The Independent Regulatory Review Commission (IRRC) issued its comments on the proposed UCC Training and Certification Regulations as written by the Department of Labor and Industry. The submitted objections and recommendations by the IRRC to the Department of L&I may be found in the Pennsylvania Bulletin Vol. 31, No. 38 September 22, 2001 issue. The Department of L&I must consider the comments by the IRRC in preparing the final-form of the Training and Certification regulations. Take the time to read the IRRC’s comments, which address many questions that PACO members have been asking over the last year.

POSITIONS AVAILABLE
PACO is looking to fill positions on the executive board for the 2002 – 2003 terms. Any individuals who are interested in serving as a Board of Director, or an Officer should contact the PACO nomination committee chairman, Todd Meltsch at 45 Railroad Street, Kutztown PA 19530, Fax 610-683-3537. A Board of Director serves a one-year term, and no more than three consecutive one-year terms.

DO YOU HAVE A NOMINEE FOR THE ANNUAL PACO SERVICE AWARD?
If you have someone in mind, now is the time to submit your application form, which is available on the PACO web site. The PACO nomination committee wants to remind you that the dead line to accept applications is January 31, 2002. The award application is designed to reward a qualified active member of PACO for their outstanding service to the Association or their community. The award is given at the annual meeting in March. The recipient will receive either a complimentary registration fee for attendance at the annual BOCA/ICC Conference or a registration fee for attendance to one BOCA or any other building code related accredited seminar (registration fee only). The amount of the seminar fee cannot exceed the total amount of the BOCA/ICC Conference registration fee.

BY LAW CHANGES PROPOSED
At the PACO September quarterly meeting there were four by-law changes introduced to the membership and the following changes will be voted on at the next meeting in December:
BY-LAW Change 01-2001; will add section 8-4.0 which will allow a special meeting to take the place of a quarterly meeting, due to scheduling conflicts for a regularly quarterly meeting.
BY-LAW Change 02-2001; revise section 9-1.0 by removing the phrase “This provision shall not take effect until the year 2000.” from the eligible requirement to serve as an officer.
BY-LAW Change 03-2001; revise section 9-4.0 which may allow the Board of Directors to appoint the president and not the “Chief Executive Officer” to perform the secretary duties. PACO does not employee a CEO, therefore the term CEO shall be removed.
BY-LAW Change 04-2001; revise section 9-4.1 which may allow the Board of Directors to appoint the president and not the “Chief Executive Officer” to perform the treasurer duties. PACO does not employee a CEO, therefore the term CEO shall be removed.
