WINTER MEETING
The Pennsylvania Association of Code Officials will hold its quarterly business meeting on Thursday December 12, 2002 at 9:00 A.M. at the ASTM Building 100 Bar Harbor Dr. in West Conshohocken, Pennsylvania. Following the meeting there will be an educational program. The scheduled program is titled “installation and inspection of Therma Fiber in commercial structures”. The Eastern Representative from Therma Fiber, Mr. Matt Mulvey will be the instructor. For more information please contact

PRESIDENT’S MESSAGE
One of the goals I would like to accomplish prior to completing my term as President is to create more opportunities for our members to communicate issues relating to Municipal Building Regulations Department operations.

The first step to accomplish this goal is to create a PACO email distribution list. I am asking members to provide us with your email address on the PACO 2003 member renewal application.

We will create a PACO member email distribution list. This list will be used for future mailing of PACO meeting and seminar notices. The list will also be used to distribute and obtain information from PACO members. If you have a question about other community’s fee schedule or how they are addressing a specific problem your community may be experiencing, you can send your question by email to one of the Board of Directors through our web site. This question will then be distributed to all our members on the distribution list for a response. All responses will then be forwarded back to you. If this is successful, we may eventually create a common site that any member can contact other members directly with their questions.

This distribution list will save PACO on postage expenses and provide members with the capability to obtain information about how other similar communities are addressing problems you may be experiencing.

If we can increase our ability to communicate with each other between meetings to solve our problems and obtain answers to our questions, it will make all of our jobs that much easier.

BOCA MEMBERSHIP PASSES RESOLUTION 2002-6
ICC and the consolidation moves forward. At BOCA’s 87th Annual Conference in Fort Worth, Texas, on October 1, 2002, the membership voted to consolidate the three model code organizations into the International Code Council (ICC). The International Conference of Building Officials, Inc. (ICBO), Southern Building Code Congress International, Inc. (SBCCI) and BOCA have agreed to consolidate its operations with the International Code Council, Inc. (ICC). There were two main parts to the approved resolution 2002-6, the 1st being that BOCA’s assets and operations be transferred to the control of the ICC and the 2nd part, being the dissolution of BOCA. A strong urgency was put before the newly elected Directors at large for continued availability of quality services for all chapters involved. PACO will continue as a chapter of the ICC.

 

 

GET INVOVLED
The PACO organization is growing. PACO has over 200 members and continues to grow. The time has come for a proposed By-Law change to add more Board of Directors in order to best serve the membership. If the proposed by-law change is approved by the membership at the December meeting there will be 5 positions open for Board of Directors. Any one who has already served as a PACO Director may be nominated for an Officer position. The success of this entire organization is due to electing fellow members as officers and directors so they can dedicate their time, and effort to the organization. It is important to look for what is in the best interest for the members of this organization in order to reach the next level of professionalism in building and code enforcement. With more representation on the Board of Directors, more quality people and ideas are expected to be brought to the table, which in turn can better serve the membership. This organization has always taken the extra step to meet and exceed its expectations. So if you, or any of your fellow professionals are interested in serving, or if you know someone who is qualified to serve as a PACO board of director and/or an officer, please let us know. UCC UPDATE
The latest word from Pennsylvania Department of Labor and Industry (L&I) is out. As you may or may not know the 30-day comment period on the proposed administration regulations expired on September 23, 2002. PACO representatives attended the stakeholders meeting in Plymouth Township on September 11th, 2002 to address some concerns with the draft of UCC chapter one. (See PACO web site on the homepage for comments to the draft regulations.) L&I in total, received written comments which amounted to about 500 pages from the stakeholders meetings. L&I also received comments from the standing committees of the General Assembly on October 15th and from the Independent Regulatory Review Commission on October 25th. Due to the fact that the General Assembly closes for business in November and there is a change in Administration in January, 2003, it appears that the earliest the regulations may be submitted for final approval will be sometime in late January or early February of 2003. It is anticipated that the Department will have to adopt the 2003 edition as stated in the UCC under Act-45 which requires L&I to adopt the triennial successor code. Also please be advised that the certification and registration are two separate application processes, and requires the payment of $50.00 per application.
 

TELEPHONE CONFERENCE AND TRAINING
BOCA is offering another teleconference. This is a great new way to earn continuing education credits. The best part is that the sessions are only 1½ hours long and are presented over lunchtime. The next session is scheduled for Wednesday, December 11th, from 11:00 a.m. to 12:30 p.m. The topic is “Accessibility in Assembly spaces”. The total cost for the training is $175.00, which will be split between all participants who attend the session. Any PACO members who are interested in hosting a site should contact Bob Duncan at 610-645-6162.

CODE REVIEW COMMITTEE LOOKING FOR VOLUNTEERS
The PACO Code Review Committee is looking for a few good men and women to serve as committee members. At a recent PACO Board of Directors meeting, goals were to map out “new” functions of this committee by the Chairman Brian Gallageher and the Executive Committee. The Board of Directors determined that the PACO Code Review Committee has to become more active in the code review process at the national level. The main goal is to become more involved at the International Code Change Hearings as well as to encourage PACO members to apply for positions on the ICC and BOCA Code Review Committees. After some discussion, the PACO Board of Directors foresees in the near future to send a member of the PACO Code Review Committee to the ICC Code Change hearings with PACO financing the travel and hotel expenses. Any one who is interested in becoming a member of the Code Review Committee should contact Brian Gallagher at 610-269-1989.
