QUARTERLY MEETING MINUTES - September 28, 2001
ASTM BUILDING
President Bob Duncan called the meeting to order with the Pledge of Allegiance and a moment of silence for the victims and family members of the terrorist attacks earlier this month.

PRESIDENTS REPORT
The president reported on the following topics:
• Discussed terrorists attacks and the facts that codes were not written to address this type of impact. We may see code or security changes.
• Update on UCC and Code Regulations. Some combination of certifications. L&I will work with us. CBO certification also being reviewed for amount of different types of categories.
• Seminar mailing next week with short survey if your community will adopt and enforce the UCC, or a third party, or L&I.
• International Existing Building Code Book is out, with comments by November 15th.
• Nominations being accepted for March 2002 elections for PACO.
• Scholarship program, first draft will be out soon for feedback.
• A Quarterly balance of $19,489.95 was reported, as of September 28, 2001. A motion was made and seconded to accept the treasurer’s report.

EDUCATION COMMITTEE
Lee Milligan reported as follows:
• Software display in back of room including demonstration. Brochures available.
• Report on BOCA Conference, several of us attended this (Myself, Mike Perrone, Todd Meltsch, Bob Loeper, Cindy-on Board of Directors, Dave Buskirk & some people from Pittsburgh. President’s Breakfast–Pennboc Region I has been granted separate chapter status. Chapter 24, Kentucky won chapter of the year; leadership squabble as result of this merger. Negotiations, Southern Building Codes Chairman will be first CEO of the combined ICC. Election results: President/Tim Tyan, Vice President/Steven Shapiro, SecretaryTreasurer/Judd Collins; Board of Directors-Incumbents Kenneth Andrews, Ronald Estepp & Wayne Jewell, new members Robert Wenton, Magee Deptof, Donald Platz. Good Seminars on Fast Tracking Projects, Day Care & Assistance Living Facilities, Code Official Liability, it was brought in the International Existing Building Code. We have lost our BOCA benefits until June, 2002, because of a glitch in filing status (along with 22 other chapters). Conference was put together well considering pull out because of Sept. 11th/New York and I also observed that Pennsylvania support is lacking at the BOCA National level. We need at least 100 participants as a voting block in order to gain the respect of the Board of Directors. Sept. 29-Oct. 3, 2002, BOCA Conference in Fort Worth, Texas.
EDUCATION COMMITTEE
• Today, Lightweight Steel Framing, 2 hour seminar.
• Pennboc conference Oct. 17 - 19 in the Poconos.

• PACO will have the International Energy 2000 on Nov. 6th, here at the ASTM Building. Applications available at back table. Also, mailing next week. Limited seating.
• BOCA Accessability Seminar changed to January 8th in Reading.
• PACO’s next meeting will be December 13th
• PACO training seminar in the spring, probably February or March. A spring code forum would probably be in the end of March or the beginning of April, with 2-3 days training in a row. It would be similar to a BOCA or a Pennboc conference. We need volunteers for that. There is a sign up sheet in the back, and you would probably need to put in 15 hours. We could probably have a golf outing on Sunday and then go into the training sessions on the following days.
• Question from floor about importance of attendance to BOCA conference. Code changes are one issue where we Pennsylvanians must have more influence and that can only be done by numbers. We need representation when BOCA merges. We have lost our free conference. Also, a mailing to Township managers might help in budget decisions for attendance at the conference.
NOMINATION COMMITTEE
Todd Meltsch reported: Our annual meeting is in March in case anyone is interested. You will be receiving sheets for nomination for service awards. This is a membership award and you would receive free attendance at a conference.
CODE REVIEW COMMITTEE
None
OLD BUSINESS
• Bob Duncan reported that he would like to thank the Borough of Eddystone and Radnor Township for their book orders.
NEW BUSINESS
• Todd Meltsch proposed by-law changes. By-Law Change 01-2001 will add section 8-4.0 which will allow a special meeting to take the place of a quarterly meeting due to scheduling conflicts for a regularly quarterly meeting; By-Law Change 02-2001 will revise section 9-1.0 by removing the phrase “This provision shall not take effect until the year 2000" from the eligible requirement to serve as an officer; By-Law Change 03-2001 will revise section 9-4.0 which may allow the Board of Directors to appoint the president and not the “Chief Executive Officer” to perform the secretary duties. PACO does not employee a CEO, therefore the term CEO shall be removed; By-Law Change 04-2001 revises section 9-4.1 which may allow the Board of Directors to appoint the president and not the “Chief Executive Officer” to perform the treasurer duties. PACO does not employee a CEO, therefore the term CEO shall be removed. These will be included in the December mailing and then be voted on at the meeting.
• Bob Duncan discussed a possible donation to the Relief Fund for the Washington & New York attacks. It will either be a donation in lieu of the annual service award or a donation from the general fund. Members would prefer to keep the service award and donate from the general fund. After discussion, a motion was approved to donate $500.00 to go directly to a fund for the surviving families of the New York Fire Fighters and Police Officers.
• Discussion on the new International Existing Building Code, 2003, with changes up through November 15th. The final draft is available to BOCA members. Recommended that members try to get to the hearings in Pittsburgh just for a day to see the process.
• Book orders are due 3 weeks prior to each quarterly meeting. November 23rd is the deadline for the next order.
• From the floor, a question if there is any information on state licensing of contractors, proposed legislation, eliminating local licensing. Has not been formally introduced into committee. It seems to be a dead issue.
