President’s report- Jeff Gentile
Jeff Gentile opened the meeting by greeting everyone and thanking them for attending this meeting. He informed the group that the 2006 Spring Forum was very successful and that in an effort to satisfy the membership’s desires for convenient and educational courses, a survey form would be e-mailed to each member that attended this year’s 2006 Spring Forum. He also reported that the Board had agreed on the Fall Forum dates of November 1st, 2nd & 3rd. The three-day event will cover the updates to the 2006 ICC codes.
Jeff also reported that all current members of PACO are now also members of PABCO and should be receiving informational e-mails from PABCO. If any member is not receiving PABCO updates, they should report it to a board member. Jeff also announced that Bob Loeper was elected as president of PABCO. Congratulations to Bob.
The website is up and running and the minutes from this meeting will be posted on the web shortly after the meeting. Jeff urged members to check out the membership directory. If they see a nearby municipality that is not a member, he would appreciate it if they could reach out to them to join PACO.

Prior to the Board of Directors meeting on May 24, 2005, PACO had received three requests to support individual for ICC representatives. The three individuals are: Steve Shapiro, Tim Ryan and Gregory Anderson. A fourth request from Ron Pisner was received prior to this meeting.
The Board of Directors has agreed to support Steve Shapiro’s campaign for Vice President to ICC. Steve has been a supporter of PACO for many years and has attended the PACO Spring Forum to swear in the new officers. The Board has also agreed to support Tim Ryan. While Tim is a representative from outside Region 7, Tim has also been a big supporter of PACO. The Board has agreed not to support either Mr. Anderson or Mr. Pisiner as the Board lacks any experience or knowledge of these individual.
Elections will be held at the ICC conference in Orlando, Florida this September.
Kevin Pezzano reported that we currently show 228 members as renewing their membership, however a review of the PACO Membership list revealed that some people had renewed but were not present on the list. A review of the PACO membership list will be reviewed for accuracy. Please contact one of the Board members if you have not been receiving any of the PACO mailing.
Brian Gallagher reported that he had received information on the new trusses. The information is a number of pages long but it will be e-mailed out to all members that have provide us with your current e-mail address.
Todd Meltsch commented that he had heard complaints that people were unable to attend all three days of training due to the scheduling of some classes.
The Fall Forum will be held November 1st, 2nd & 3rd at the Montgomery County Fire Academy in Conshohocken. It will be three days of intense training on the 2006 Updates. Lunch will be provided.

Winter 2007 - Contractors Class on 2006 codes. The Education Committee will work with Lee Milligan on the program content and dates of instruction.

The 2007 Spring Forum will be held in Montgomery County. Two potential spots: Oaks or Ft Washington, PA.
Bob Loeper reported that all current PACO members should be receiving e-mails from PABCO. Please contact one of the Board members if your aren’t. We will verify your membership as well as your e-mail address.
The Executive Board of PABCO met with the Pennsylvania Builders Association’s President and Chief Administrator on May 25th. This meeting gave PABCO and the Builders Associations the opportunity to get to know each other and to determine how each organization could help each other. PABCO foresee the forming of a strong coalition between the two organizations when addressing the UCC codes. It was stressed to the Builders Association that the basic philosophy of PABCO is that there should be no tax amendments legislation amending anything in the UCC family of codes unless it is absolutely necessary to Pennsylvania.
Recently HB2696 was introduced to the House. This bill covers the formation of a UCC Review Commission Board to interpret the codes. It would be a state advisor board. PABCO has offered to assist in the formation of this board.
PABCO is applying to ICC to be recognized as a Statewide Professional Chapter in PA.
Lee Milligan stressed the need for PACO members to respond to the request to contact your local, county and state legislators. We are strong in numbers and this will make the biggest impact to legislation.
Roland Hall from ICC reported that the annual conference would be held soon. All information is available on the ICC website. 2006 Codebooks are available.
Certification exams are still 2003 codes. 2006 exams will probable be available in 2007. Schedules are available on the website.
Lee reported Act 13 amended Act 45 stating that municipalities would have 90 days to adopt the 2006 codes.
Bob Fitch spoke on the Spring Forum course "Preparing for Summer Code Issues" and the issue of commercial swimming pool requirements and enforcement of the swimming pool permitting process and the three (3) year electrical inspections requirement previously a requirement of the Health Department. Regulations now require that municipalities enforce these requirements. It has been his experiences that the Health Departments are still enforcing and requiring these inspections, not the municipalities.
The International Association of Electrical Inspectors (IAEI) will be meeting the last week in September in Philadelphia. Continuing education courses will be offered.
Bob Neely reported on a PACO social event at the Reading Phillies. A group ticket purchase of 20 or more would cost $6.00 per ticket. There is a picnic area where we could gather prior to the game (nominal fee for the picnic area). An e-mail to go out shortly to determine if there is sufficient interest to proceed with plans.
Chief John Waters of Upper Merion Township presented an 1 1/2 hour presentation on the roll of PACO and the certified inspectors participation in a Task Force to assist municipalities in damage assessment from man-made and natural disaster. The program was well received and will be further discussed by the Board and Membership at the September.
