March 18, 2009

The meeting was called to order at 9:05 AM
Pledge of Allegiance followed by a moment of silence

Attendance
Board Members present Brian Gallagher, Robert Neely, John Beswick, Terry Bennett, Kevin Pezzano, Glenn Holt, Stan Altzman and Joe Januzelli Absent - Bob Loper and Lee Milligan (both Bob and Lee were attending PABCO BOD meeting)

Motion for approval of the December 11, 2008 minutes

Treasurers Report - Bob Neely

• • A motion was made to accept the Treasurers Report
• • Stan Altzman, 1st Jim Wallace, 2nd

Membership Report - Kevin Pezzano

• • As of this date we have 216 members
• • Membership Cards and Membership Certificates have been mailed.
• • PABCO Membership have been paid

President's Report - Brian Gallagher

• • ICC representation for swearing in of New Officers at the Spring Forum will be Cindy Davis. Ron Linn will not be able to attend
• Expansion of PACO Training
• We are working in conjunction with the Bucks County Fire Academy to bring in Fire/Arson Investigation training
• Kevin Pezzano is setting up a Fire/Arson Committee to help with setting up and obtaining training for Fire Code and Arson Certifications
• The committee members are Kevin Pezzano, Ken Battin, Joe Januzelli and Ryan McCann
• • PACO Board of Directors met on February 10, 2009.
• • All files from previous Administrative Assistant, Norma Gaudet, have been received. The laptop that Norma used has been updated and given to Joe Januzelli.
• • Our 2010 PABCO renewal contract is being worked on by Glenn Holt and Joe Januzelli.
• • ICC Region 7a.
• Bob Loeper is not running for the Board. Guy Toberland is asking PACO for their endorsement. This decision was put on hold to make sure no other candidates will ask for PACO's endorsement.
• A motion was made to accept letter from candidates and allow the Board of Directors to make a decision on which candidate. The Board of Directors will then e-mail the general membership with a bio of the candidate and who the Board of Directors would like to endorse,

• • Clem Malot is stepping down from the PABCO Board of Directors

PHRC - Terri Bennett

• • Terri attended a meeting in February and attended seminars on housing and land development.
• • If anyone would like information regarding hand-outs from this meeting should contact Terry directly.
• • The next meeting will be held in April 2009 in Penn State

ICC Report - Brian Gallagher

• • Roland Hall is attending a Philadelphia City Council meeting to testify why more PVC piping should be used.
• • PA General House Bill 840 was presented on March 10, 2009. This bill would prohibit the use of PVC for water and sewage transmission in certain buildings,
• Since October the financial stability of the ICC has been questioned. Members of ICC are questioning where 21 million dollars has gone?
• ICC 2009 Budget is 54 million dollars
• Local Chapter have suffered in receiving fewer ICC benefits.
• In December 2007 the ICC had 14 million is cash assets and at the end of February 2009 the ICC is 7 million in the hole with cash assets.
• A letter is being drafted by PACO Board of Directors to ask the ICC to explain where the money has gone, why there were layoffs, who was given pay cuts, etc. Once the letter is finalized it will be sent out to the general membership
• A motion was made to allow the PACO Board of Directors to pursue this matter.

• • The ICC annual conference will be held in Baltimore, MD in November 2009. Conference details will be posted on the web-site on June 1, 2009

Code Report - Brian Gallagher
There are changes being made to the code cycle; see ICCSafe.org for further details

Education - John Beswick

• • Spring Forum will be held on April 21, 2009 and April 22, 2009.
• There will be a 2 day class on Understanding the 2006 International Building Code - Plan Review
• 2 single day classes
• Understaning Assembly means of Egress
• • The Spring Forum will be held at the Holiday Inn in West Chester, PA
• • There will not be a golf outing this year.
• • There is a possibility of having a family bowling event. Sponsorship for the bowling event would be $50.00
• • June 2009 Meeting
• Proper handling and bracing of trusses
• PA requirements of Contractor Licenses
• • September 2009 Meeting
• Residential Fire Safety Systems
• • December 2009 Meeting
• Code Compliance for Steel Studs
• • Fall Forum will be held on November 18th, 19th and 20th, 2009 at the Montgomery County Fire Academy.
• Courses being held are review of the 2009 Building, Fire, Residential and Mechanical Codes

New Business

• • Kevin Pezzano is looking into starting a Fire/Arson training.
• Possibilities are hands on training
• Level I, II, III, IV investigation & Interrogation
• • Brian Gallagher met with Pennsylvania State Officials to discuss the 2009 adoption of UCC code supporting that sprinkler systems stay in building codes.
• • On February 13, 2009 the Governor of Pennsylvania appointed a UCC Advisory Council to review changes that are made
• • Brian Gallagher advised of new State Contractor Licensing that could go into effect as of June 15, 2009

• • Fire Stopping and Life Safety presented by Hilti, Inc.

The next quarterly meeting will be held on Thursday, June 18, 2009
